The EU and the international community are striving to set under UNFCCC a global post-2012 agreement whose implementation should be ensured on a sound scientific knowledge base with the participation of emerging economies. PROMITHEAS–4 aims to develop, transfer and disseminate knowledge for the development and evaluation of Mitigation/Adaptation (M/A) policy portfolios in twelve countries with emerging economies (Albania, Armenia, Azerbaijan, Bulgaria, Estonia, Kazakhstan, Moldova, Romania, Russia, Serbia, Turkey and Ukraine).
